Last Thursday, the schools of Ningbo started to receive students from the quake zone of Sichuan. The first group 61 students from Qingchuan arrived at the Dahongying Vocational School and began their two-year study in Ningbo.

These students are from the Qingchuan Vocational School, majoring in computer application, Grade 2007, including 24 boys and 37 girls. During the May 12 earthquake, their school was severely damaged. So they were transferred to Ningbo to finish their study. They were to study in Ningbo for two years. In the first year all the expenses will be exempted and living allowances will be granted to them, while in the second year, those from poverty-stricken families will receive financial difficulties allowances from Zhejiang. According to the plan of Zhejiang Province, Ningbo will accept a total of 550 students from Guangyuan of Sichuan, who are to arrive at Ningbo soon.

According to the recently issued "Evaluation Report of Scientific and Technological Development in Zhejiang Cities in 2007" by Zhejiang Provincial Statistics Department and Zhejiang Scientific and Technological Department, Ningbo has the lead in the scientific and technological progress. This is a second year Ningbo is listed No.1 in scientific and technological progress in Zhejiang. Today, Ningbo is listed No.2 in Zhejiang for comprehensive strength of science and technology. According to the report, in 2007, Ningbo made outstanding achievement in financial investment in science, technology and education. In the year, the city appropriated 361 million yuan for scientific and technological development, increasing by 71.4%, covering 3.9% of the total financial expenditure. The budgetary funds for education amount to 5.679 billion yuan, increasing by 34.13%, covering 15.31% of the total financial expenditure. The expenditure for R D amounts to 4.407 billion yuan, increased by 30.9%. The added value in Hi-tech industries amounts to 33.147 billion yuan, increasing by 51.9%.

The prices of gasoline and diesel will increase by 1,000 yuan (US$145.50) a ton, the National Development and Reform Commission said on its Website last night. China increases prices for oil and electricity China will also raise aviation fuel prices by 1,500 yuan a ton, the top economic planner said. The prices of natural gas and liquefied petroleum gas, however, will remain unchanged. The retail prices of gasoline and diesel oil will be lifted to 6,980 yuan and 6,520 yuan a ton, up more than 16 percent and 18 percent, respectively. The price rises also translate into mark-ups of 0.8 yuan and 0.92yuan per liter, the measurement used at service stations, for gasolineand diesel oil costs, respectively. On July 1, China will increase electricity prices by an average 0.025 yuan a kilowatt-hour, but urban and rural residents and sectors of farming and fertilizer production will be exempted from the increase, the NDRC said. China will also impose temporary caps on thermo-coal prices until the end of this year, it said. The NDRC said the oil-price adjustment was made to ensure supplies by narrowing the gap between rising international crude prices and state-set domestic oil prices. The crude-oil price on the international market reached above US$136 a barrel on Wednesday, up more than 45 percent from the price when China previously raised oil prices in November last year. The government lifted fuel prices by about 11 percent last November but kept them frozen at that level, seeking to avoid fanning inflation which has touched 12-year highs since the beginning of the year. That policy, however, has led to shortages at the pump as refiners find themselves squeezed by rising oil and gas prices.

 The signing ceremony for important foreign investments was held at the Nanyuan Hotel on June 9. A total of 22 projects were signed, involving a total investment of 1.16 billion US dollars and a contractual investment of 470 million US dollars. The investments are in the fields of petrochemicals, electronics, environmental protection, home appliances, auto-parts, tourism development, and shopping malls. The investors are mostly from Korea, Sweden, Japan and the US. Among the 22 projects, the largest one is from IKEA of Sweden. It is a shopping mall project costing about 250 million Euros, which is to be settled in Yinzhou District of Ningbo.

   ?BEIJING, June 14 (Xinhua) -- Prices of real estate in 70 major Chinese cities rose 9.2 percent in May on the same month of last year, 0.9 percentage points lower than the April level, according to the National Bureau of Statistics.     The bureau said the growth rate had slown down for four consecutive months.     The price rise was 11.3 percent in January, 10.9 percent in February, 10.7 percent in March and 10.1 percent in April.     In May prices of new housing went up 10.2 percent, 0.6 percentage points lower than the month-earlier level. Urumqi, Haikou, Ningbo, Beijing and Hangzhou cities took the lead in price rises.     In breakdown, housing for low-income earners was priced 3.8 percent higher, with prices of new ordinary commercial housing up 10.6 percent and those of luxury housing up 12.3 percent.     May also saw prices of office buildings up 9.3 percent and those of real estate used for commerce business up 5.2 percent. From this week on, plastic bags are prohibited to a certain extent. On one hand, consumers have to pay if they want to use plastic bags. On the other hand, the production of plastic bags thinner than 0?025 millimeter will be prohibited all over the country. In a supermarket, residents seemed to have prepared for non-plastic-bag shopping. They put their shopping in the bags brought from their homes or in recycle bags. Some were not aware of the prohibition, but they finally expressed that they supported the prohibition after talking with clerks in the supermarket.   Experts say consumers can use recycle bags instead plastic ones. Consumers can even use bowls when they buy meat, aquatic products, pickles and other cooked food. Plastic bags, experts add, can be used for more than once if some consumers still have some.

The 6th Zhejiang Science and Technology Fruit Fair co-sponsored by Zhejiang Provincial Science and Technological Department, Ningbo Municipality Government was held recently. 35 enterprises from Beilun attended the fair. Three local enterprises have signed contracts of saving energy and limiting pollutions, and they are Ningbo Shenzhou Company, Ningbo Kangxin Company and Ningbo Huaguan Company. The total investment of the three projects reached 88,86 million yuan.

The five-day-long ZJITS and CICGF were concluded on June 12. The two events this year were much improved in scale, visitor arrivals and organization. Statistics shows that more than 70,000 people have come to the events, including 13,616 business people from about 100 countries and regions. The investment and trade symposium has signed a total number of 201 investment projects, involving a contractual foreign capital of 3.58 billion US dollars. The highlights for this year's consumer goods fair were the five forums, such as the China Opening-Up Forum, Bo'ao Modern Logistics Forum and the International Free Port Forum. Recently, some pupils from Fenghua performed various activities together with a number of students from Mexcio and Sweden at the Wanli University with a purpose of welcoming the Beijing Olympics    The folk musical performance of the pupils wins rounds of applauses from the overseas students. They say the Chinese music is so beautiful and want to have to a try of the musical instruments. Julio Cesac, a Mexican student, can not help jumping on the stage to dance the traditional Mexcan dance, which makes the students cheer a lot.   When it come to the calligraphy writing program by the pupils, the overseas students form pairs with the pupils and write down the wishes for the Beijing Olympics. The children then send their calligraphy works to the foreign students as gifts. With the gifts in hand, they all chant the Olympic slogan: One World, One Dream.    The pupils then give a performance of English drama and the Wanli University send a fuwa to each of the overseas students. The competition is named China Fun. The overseas students take it as a good opportunity to show off their Chinese language proficiency. Look at this Canadian student. He writes the speech script himself. The speech is about why he chose to learn English. A Canadian student said, When I was in my Canadian university, I had a very beautiful Chinese teacher. She always gave us good marks. This was partly the reason I came to China. I think Chinese teachers are very special. I don't know why. They are great. Some choose to sing Chinese songs rather than speak. Look at this girl from the UK. She is singing the song Olive Trees A UK student said, Don't take it for granted that the students have learned Chinese for a long time. Starting from September 1 this year, students can take part in the medical insurance. Each month they only have to pay 4.2 yuan per head. With this insurance their medical expenses can be reimbursed against a specified ratio when they are hospitalized with serious illnesses. Let's first make clear what kind of students can take part the medical insurance. Basically, all full-time students in Ningbo, including pupils, middle school students university students and even overseas students can be covered by the medical insurance. Only two types of students can not take part in it, which are graduating students of high schools and vocational schools and graduating students of colleges and universities. Chen Ying, Deputy Chief, Medical Insurance Management Center: As those students are graduating, they are not students any more after September 1. So they can not join in the medical insurance. But for those students in Grade 3 of senior high schools who are going to attend universities in Ningbo, they can take part in it when they become the freshmen in Ningbo-based universities. The insurance premium each student has to pay is 100 yuan per year, half of which needs to be paid by the student and half to be subsided by the government finance. The insurance policy gives special consideration for students from poverty-stricken families. Those students of urban areas conforming to the following four circumstances can enjoy the free insurance benefits. Chen Ying, Deputy Chief, Medical Insurance Management Center: The four categories are respectively students from families living on basic living allowances, and families enjoying special social subsistence, handicapped students and students from families receiving veterans’ special treatment. The student medical insurance is available for underwriting once a year. The time for underwriting this year is from May 4 to May 25. After paying the insurance premium, students can enjoy the medical benefits from September 1. But at the initial period, the insurance shall only cover hospitalization and clinical treatment of special illnesses, excluding average outpatient service. For hospitalization expenses below RMB 10,000 yuan, 30% of it will be borne by the student; for expenses between 10,000 and 20,000, the student will pay 25%; for expenses between 20,000 and 40,000 the student will pay 20%; for expenses between 40,000 and 100,000, the student will pay 15%.

On Wednesday 28th May 2008, the Wednesday dinner was dedicated to the support of the earthquake victims. The Chamber of International Commerce Ningbo COIC Foreign Expert Committee had approached Howard Johnson Plaza Hotel, which appreciated to dedicate this Wednesday evening event of “Star Shine Over Howard Johnson” for the Charity. The evening was fully booked and from a number of tickets 50% of the ticket price was donated. The stars presenting fashion music, foreigners usually call it pop music ( pop is coming from popular), where well known to the Chinese visitors. There was “Cream” which is known for her works ” summer blowing” and appeared in 2002 in a TV production, “Kimi”, winner of the 2005 Hunan TV competition and “Edell” being the unchallenged star of the night.

The arrangement was done professional and in the breaks between the songs, there were dancing acts and lucky draws. The “crowd” was enjoying the evening and a donation was done to the “Red Cross”.

The COIC Chamber of International Commerce Ningbo Foreign Expert Committee had organized several charity events during these days and is looking forward to be an important part in Ningbo society to encourage the cooperation bet locals and foreigners in making NIngbo a successful city in business, investment and multicultural understanding.

Eckhard, Chairman of COIC -Chamber of International Commerce Ningbo- Foreign Expert Committee- had invited to his birthday party and paid the meals and drinks for all 78 guests. The guests did even receive gifts, but in return were offered a lucky draw for the fund raising to support the “COIC Educational Fund.This evening was dedicated to the soft launch of the campaign to raise fund for the support of a school in Ningbo Ninghai district, that urgently need new table for the students and kitchen equipment.

 

In several upcoming events COIC Educational Fund will raise funds for this project. Meanwhile it is also possible to donate gifts for upcoming Lucky Draws or amounts of money to support the project. The fundraising of 23rd April, hascreated the base of Rmb 10,000, that will be fully given to the school project.

Multiple-entry visas suspended

China has stopped issuing multiple-entry visas and slowed the processing time for single- and double-entry visas for foreigners in Hong Kong. According to travel agencies in the region, applicants are only being issued single-entry visas, with double-entry visas only being issued if airline tickets or detailed itinerary can be provided explaining why two entries are required during the same trip. The duration of stay for both single- and double-entry visas is 30 days.
It is also now being recommended to apply in advance of planned travel to the mainland, as processing times are slowing as well. Currently, a visa can take up to four days to process according to travel agencies in Hong Kong. The suspension, which appears to be both related to the upcoming Olympics as well as the ongoing political unrest in the nation?s western regions, took effect on March 28 and will last until October 17.
Chinese authorities are also said to be stepping up enforcement of other rules and regulations applying to foreigners on the mainland. A recent letter circulating on the mainland warns foreigners with residence permits in China to make sure they register with their local police station within 24 hours of arriving in China, and every time they return to the mainland from abroad. While these rules have been in place for years, the letter suggests that the authorities will step up enforcement of the regulations ahead of the Summer Games.
